however i do not have google play on my phone, will the free license work without google play installed ?
I don`t have the Google Play on my phone too, and everything works fine.
The author himself gives you a free PRO license. Nothing to buy is not necessary.
Personally I received the license for free.

If you have any question or like to see a new feature, please let me know.
To activate the pro features, put the attached license file into the top folder of your SD card. If you have a device without an SD card, put the license file into the top folder of the internal storage. Please note that internal storage is often confusingly named external storage. If you are in doubt, XPrivacy shows in the about menu where to put the license file. The license file will automatically be moved from the SD card (or internal storage) to the application data folder. Restart XPrivacy (or reboot your device) to activate the pro features.
Alternatively you can try to open the license file with your favorite file expl orer. If this works, which depends on your Android version, XPrivacy will offer to open the license file. XPrivacy will import the license file and immediately activate the pro features this way.
You can check in the about menu if the pro features were successfully activated.
Please make sure that the license file does not get renamed or otherwise modified while downloading.
If you install OI File Manager, you can select files to import.
Exporting and importing can take quite some time, you can read here how you can reduce this.
